Cargo moves between the quay and the zone under bond — duty-suspended — and stays that way for as long as it's held in JAFZA. The liability only crystallises at the boundary: the moment goods are declared into the mainland, they're treated as a standard import, with duty and VAT assessed and a Mirsal 2 declaration filed. Until goods cross that line, your working capital isn't tied up in duty you may never owe.
Transit & re-export
Not everything that lands in JAFZA is destined for the UAE. Goods can be re-exported from the zone to another market without ever paying mainland import duty, moved on in transit, or transferred between free zones — each under its own declaration type. That is what makes the zone work as a redistribution point: bring stock in once, then send it out to wherever the demand is, clearing into the mainland only for the units that stay. Paired with warehousing and distribution, the zone becomes a regional inventory hub rather than just a stopover.
